Welcome to Cambodia

The electronic arrival card, known as the e-Arrival Card, was implemented at the beginning of 2024, with the aim of replacing the immigration card to be filled out upon arrival. It came into effect on July 1st, 2024. From this date, all travelers, including Cambodians, will need to apply for an electronic arrival card online within 7 days before their arrival in the country. This procedure is mandatory for all travelers arriving in Cambodia by air only. You can travel to Cambodia for several reasons, the main ones being: tourism, transit, visiting acquaintances, or for business.

From paper card to e-Arrival Card: Cambodia's 2024 transition

Until June 2024, arrival in Cambodia ended with a paper immigration card handed out on the plane or at the border. Since 1 July 2024, this ritual has disappeared in favour of a fully digital procedure.

The Cambodian Ministry of Interior announced in March 2024 the switch to the e-Arrival Card (CeA) for all travellers entering through the country's three international airports: Phnom Penh, Siem Reap and Sihanoukville.

The switch to CeA aims at three goals: faster immigration processing (estimated gain of 30-45 seconds per traveller), more reliable data for tourism statistics, and preparing biometric integration currently being rolled out at border posts.

In practice for English-speaking travellers, the procedure happens upstream — from home — on a computer or phone, within the 7 days before arrival. No card is handed out on board anymore.

What about the paper card?

It is still used for land arrivals (borders with Thailand, Vietnam and Laos) which are not yet covered by the digital system. For these entry points, the traditional paper form is still distributed.

Who needs the Cambodia e-Arrival Card?

Since July 2024, the Cambodia e-Arrival Card (CeA) is required for every traveller flying into Cambodia, regardless of nationality. Here are the key cases to know.

All international travellers

Every passenger, regardless of nationality, must obtain a CeA to enter Cambodia by air, including Cambodian citizens living abroad.

Minors and infants included

Every child, even newborns, needs their own e-Arrival Card. A family group submission generates a single QR code covering all members.

Group submission for travel parties

Travelling as a family or group? A single submission generates one QR code valid for all listed travellers.

Kosovo nationals: entry refused

Kosovo passport holders are currently not allowed to enter Cambodia, regardless of CeA status.

Air arrivals only

The CeA applies to arrivals via Phnom Penh, Siem Reap and Sihanoukville international airports. Land arrivals still use the legacy paper card.

Practical pitfalls

CeA quirks that catch travellers off guard

The Cambodian official portal is only in English and Khmer. Several details of the procedure regularly confuse travellers.

Family name first: the form asks for "Family name" then "Given name". Many travellers enter their first name in the wrong field by habit. The QR code generated remains valid but the confusion can cause delays at the immigration desk.

Date in MM/DD/YYYY format: the Cambodian portal uses the US format. Entering 03/07/2026 means "March 7" to the system, not "July 3". The gap is enough to invalidate the card.

"Tourism" as visit purpose: if you combine tourism and family visit, select "Tourism" — "Visit to relatives" is reserved for travellers staying with Cambodian permanent residents and triggers additional checks.

Exact accommodation address: "Phnom Penh hotel" is refused. The system requires the exact establishment name and full address. If you stay with locals via Airbnb, mention the neighbourhood (sangkat) and district (khan).

What does the CeA application consist of?

The procedure must be completed within 7 days before arrival in Cambodia. When your application is approved, you will receive a QR code to present during your boarding and upon arrival in Cambodia. The validity begins from your arrival date. The QR code is valid for one entry into Cambodia. If you are multiple travelers, it is possible to make a group application. In this case, a single QR code will be generated for all travelers and it will need to be presented to local authorities. This procedure also applies to minors.
